Inquisitorial audits were fed inflated or outright false inventory and status reports on troop numbers, training drills, and ammunition stockpiles, while resources were channeled into artistic, architectural, and other lavish and frivolous projects. It is of some minor note that the governor's excess was not totally driven by personal greed; but public parks and artistic programs could not take the place of the expensive but missing tank rounds, las clips, and defense installation generators when Hive Fleet Kraken swept through the system. These images have been recovered from damaged data crystals recovered from the airless rock that Kedriel has become, thought to be of a fountain on the terrace of the summer villa of the second assistant to the supervisor of the coalititon that defrosted the governor's cocktail ice freezers. Tiles were hand fired and imported from worlds on the galactic rim. The supports and candle sconces bear a disturbing similarity to those missing from a defiled administratum building on Holy Terra, but unfortunately there is no longer any means of confirming this. The bottom of the overhead pool is of clearplaz so that those who walk underneath may look up and see the moving water filtering the light into patterns and colors all around them. The benches are of the extinct seinbula wood, from the last available stock since the lush fourth moon of Calbastra was purged of life by the awakened Necrons. These records, as well as those of the aftermath of the Tyranid devastation, are now in the posession of the Ordo Hereticus, used to shock and threaten those who might otherwise seek to shirk their military obligations. The only non-Hirst components are the 'small supports', which were purchased (I'd be happy to say where if I could remember),and the candles, which were sculpted from green stuff. The water is envirotex tinted with blue and green inks and darkened with 'Wonderwash'. The surface is textured with epoxy and the falls and spouts are Woodland Scenics gel over monofilament and plastic strips. Coins and gems in the water are tiny crystals from the craft store. The structure is painted with blends of black and white house paint; details are painted with Citadel, Vallejo, and CartoonColor paints.
